Strategic Studies Boards
Establishment and Duties
- It consists of persons appointed by the General Board of Directors to conduct strategic reviews and research in accordance with the objectives of Assam and in the issues and geographical areas specified in its activities.
- The General Board of Directors decides on which topics and areas, as well as in what names and in what amount of Strategic Research Council will be formed.
- The General Board of Directors determines the selection of the Presidents of Strategic Research boards, how the appropriate organization will be for each of them, as well as the principles of the work of the boards.
- Individuals elected to Strategic Research boards are not required to be members of ASSAM. Matters related to the employment of members are determined by the General Board of Directors and the fees to be given are determined by the General Assembly.
- Strategic Research boards are the main boards of the association that will conduct scientific and strategic assessments at the social, cultural, economic, military and political level on the geography and countries specified in the articles of aims and activities of ASSAM.
- Articles and studies to be published in Assam publications and general press are consulted by the relevant working board.
- Seminars, conferences, panels, open sessions, symposiums and forums on subjects suitable for ASSAM goals are determined by Strategic Research boards in their annual Assam activity plans and put into practice on time.

GENERAL INFORMATION ABOUT AFGHANISTAN
Afghanistan, [1, 3] which borders Pakistan in the east and south, Iran in the west, Turkmenistan, Uzbekistan and Tajikistan in the north, and China in the east with a small border, gained its independence on 8 August 1919 with the Anglo-Afghan Treaty of 1919 [2]. Afghanistan, which is an important geopolitical country, has been the focus of large migrations and has been subjected to many invasions. Afghanistan was occupied by Soviet forces in 1979 and by the United States in 2001. The current Constitution of Afghanistan, consisting of 12 chapters and 162 articles, was adopted on January 26, 2004, and the name of the state was included in the Constitution as the “Islamic Republic of Afghanistan” [3]. After the US withdrew from Afghanistan in 2021, the Taliban took over the country. The Islamic Republic of Afghanistan is an Asian country that does not border the sea with an area of approximately 652,100 km2 and a population of 33 million [1]. Its capital is Kabul and its other major cities are Kandahar, Herat, Mazar-i-Sharif and Jalalabad (Image 1).

ABSTRACT:
In an environment that the whole world is scrutinizing, the powers that want to make Afghanistan a bad example for Islam are carrying out all kinds of manipulations to prevent an accurate representation of Islam that will be a reference for both the Islamic world and all humanity. Afghanistan, with its culture, population and geography, is almost like a summary and laboratory of the Islamic world. For this reason, the representation of Islam in Afghanistan will not be limited to Afghanistan only. An accurate representation of Islam is essential to cope with the strategic mind that conducts its intervention through the diversification of identity in Afghanistan and thus in the Islamic world. At this point, Turkey's support and contributions will be vital and determiner.

Afghanistan, which is defined as the heart of Asia, has a surface area of 650,000 square kilometers. It is a terrestrial, mountainous country and it has no coastline. The nearest sea is the Oman sea, 480 km south. The climate is divided into two regions as south and north. These two regions are separated by the Hindu Kush mountains. The northern region is generally very cold and very snowy, while the southern region is generally warm.

Using the Twin Towers attacks of September 11, 2001 as an excuse, the USA launched an operation against Al-Qaeda, which it held responsible for these attacks, and carried the cross-border of US war to Afghanistan. The September 11 attacks became the milestone of the global terror struggle. “US President George W. Bush, in his “address to the nation” (CNN, 2001b) speech on September 15, 2001, four days after the attacks, said, “We are at war, there is a war waged by terrorists against America, and we will respond to it. Moscow is Uncomfortable with the Shusha Declaration!

Turkey and Azerbaijan signed a declaration in the city of Shusha to increase cooperation in the military field. According to this declaration, Turkey and Azerbaijan have agreed to cooperate in the field of defense industry. In addition, our President had indicated that "a Turkish military 'base' will be established in Azerbaijan". Regarding the possibility of Turkey establishing a base in Azerbaijan, Kremlin Spokesperson Dmitry Peskov said “As we approach the deployment of military structures by NATO alliance countries near our borders, it may require us to take steps to protect our security and interests.”
